- Campus footprints commonly run from tens to hundreds of acres, plus substation and transmission easements.
- Traffic is heavy during construction and light during operations, which is the opposite pattern of most industrial development.
- Property value effects reported in the research literature are mixed and highly dependent on distance, buffering and existing land use; broad claims in either direction are not well supported.
- Brownfield, reclaimed mine land and existing industrial parks reduce conflict compared with converting agricultural land near residences.

- Adopt data center zoning standards — setbacks, height, buffering, screening, lighting — before applications arrive.
- Require site plans, elevations and landscape plans at public hearings.
- Prefer previously disturbed industrial and reclaimed land.
- Plan transmission and substation routing with the community, not around it.
- Address decommissioning and reuse in the approval.
